When Must a Birth be Registered?

Where can the Birth be Registered?

A birth has to be registered in the Register Office of the district where it took place. For Liverpool this can either be with the Registrar based here at the Liverpool Women's Hospital or at the main Register Office in the City centre.

How do I Register a Birth at the Hospital?

A Registrar will be on duty at the Hospital all day Monday to Saturday. If you wish to register the birth here you will find a list of available appointments in the following suites:

  • Maternity Base 1
  • Maternity Base 2
  • Princess Diana Suite
  • Jeffcoate Suite
  • Neonatal Unit

You should put your name and the baby's name on the appointments sheet for your suite. The sheet will be collected by the Registrar at 9.00am each day except Sunday.

You, or your partner, or both of you will then need to go to the reception area outside the Registrar's office on the ground floor of the Antenatal clinic in time for your appointment.

Registration should take less than an hour to complete after which you will be given, free of charge, a short copy of the birth certificate showing only the baby's forenames, surname, sex, date of birth and district of birth.

In certain circumstances, where medical staff feel that it is necessary, the Registrar may be able to register the birth at your bedside.

How do I Register a Birth at the Register Office?

The Register Office, situated in the Cotton Exchange, Old Hall Street, Liverpool 3, has an appointments system for birth registrations.

To make an appointment you should telephone Liverpool Direct, the City of Liverpool call-centre at any time. Their telephone number is 0151 233 3004.

Who can Register?

If the parents are married to each other at the time of the birth either the mother or the father can register the baby.

If the parents are not married to each other at the time of the birth the father's details may only be entered when:

The mother and the father attend together to register the birth

or Liverpool Women's NHS Foundation Trust

where the father is unable to attend with the mother, it is possible for him to make a STATUTORY DECLARATION confirming that he is the father. The mother will need to produce this declaration (on a form 16) to the Registrar. The form is available from the Registrar or any Register Office.

or

where the mother is unable to attend with the father, it is possible for her to make a STATUTORY DECLARATION confirming the name of the father which he, in turn, can produce to the Registrar

or

where either parent has obtained a RELEVANT COURT ORDER or PARENTAL RESPONSIBILITY
