The Post Qualification Framework (PQF)

The Post Qualification Framework (PQF) is a modular framework supporting the continued development of professional health and social care staff in Cheshire and Merseyside.

Liverpool Women's Hospital NHS Foundation Trust is allocated a range of PQF modules annually. Successful applicants can undertake modules individually or as part of a degree or diploma pathway.



The PQF is supported by the North West Strategic Health Authority, and all programmes provided through the PQF are fully funded.

Skills For Life

Skills for Life is the national strategy in England for improving adult literacy and numeracy skills.

Skills for Life help staff to develop skills that are used in everyday life. They can also help in career development, improve performance in work, enhance CVs or give people the confidence to progress to further study.

The Learning and Skills Council is the chief delivery partner for Skills for Life www.lsc.gov.uk

Mercia Partnership provides Skills for Life training for Liverpool Women's Hospital NHS Foundation Trust www.merciapartnership.co.uk

Move On is the strand within Skills for Life that focuses on improving Literacy and Numeracy skills to Level 1 and Level 2 and enabling people to gain a national qualification www.move-on.org.uk

Skills Pledge

The Skills Pledge is a voluntary, public commitment by an organisation to support all its employees to develop their basic skills including literacy and numeracy, and work towards qualifications to at least level 2 (equivalent to 5 good GCSEs). The purpose is to ensure that all staff are skilled, competent and able to make a full contribution to the success of the organisation.

The Pledge is a corporate commitment covering the whole organisation. The Government will provide funding to help those who do not currently have a full level 2 qualification to gain basic literacy and numeracy skills as well as a full level 2 qualification.

The Skills Pledge is a commitment to:

Actively encourage and support employees to gain the skills and qualifications that will support their future employability and meet the needs of the organisation.

Actively encourage and support employees to acquire basic literacy and numeracy skills and with government support, work towards their first full Level 2 qualification in an area that is relevant to the organisation.

Demonstrably raise employees' skills and competencies to improve organisation performance through investing in economically valuable learning and development.

Personal Development Portfolio

Liverpool Women's Hospital NHS Foundation Trust is committed to supporting the career development of staff. Each non-medical member of staff is provided with a Personal Portfolio on joining the Trust. The purpose of this is to help support the personal and professional development of staff and help to identify development needs and plan the best way to achieve these.

Personal Development Portfolios contain records of professional development, outcomes of personal development reviews, personal development plans, CV, job description and evidence of achievements such as certificates, witness testimonials and observation reports.

Knowledge and Skills Framework (KSF)

The NHS Knowledge and Skills Framework (the NHS KSF) defines and describes the knowledge and skills which NHS staff need to apply in their work in order to deliver quality services. It provides a single, consistent, comprehensive and explicit framework on which to base review and development for all staff.

The NHS KSF and its associated development review process lie at the heart of the career and pay progression strand of Agenda for Change. They are designed to apply across the whole of the NHS for all staff groups who come under the Agenda for Change Agreement. That is, they apply to everyone except doctors, dentists and some board level and other senior managers as there are separate arrangements for their development review. Throughout this document, the term ‘all staff’ is used to apply to all those staff who come under the Agenda for Change National Agreement.
